Is the "12 step" drug rehab hypocritical? ?

Question: Is the "12 step" drug rehab hypocritical? ?

I have in a in- law who got hooked on meth. To support his habit, he stole numerous large items from friends and family. Some of these friends, were people whom I made introductions to before he was hooked on meth. In other words, I made the introduction therefore I feel responsible for these peoples loss. He was never prosecuted, then hit rock bottom and checked into 12 step rehab program. He called me yesterday, and apparently step 8 is to make amends with people who you've harmed. My response was "make amends with the people who you stole from, then call me back ". He won't do that because it would then be an admission of guilt, and he would have to then pay for these items, and or go to jail. He said the program supports this stance. Is this true? If so, what's the point of step 8? Being able to "cherry pick " who you get to make amends with is hypocrisy at it's finest.

In one sense we have to be pragmatic, getting into all that trouble will not help thier situation.
